Law\u201d\uff09\u3002<\/p>\n\n\n\n<p>\u859b\u8679\u6559\u6388\u4ecb\u7ecd\u4e86\u4e3b\u8bb2\u6559\u6388\u7684\u5b66\u672f\u80cc\u666f\u4e0e\u5b66\u672f\u6210\u5c31\uff0c\u81ea2014\u5e74\u8d77\u4efb\u8054\u5408\u56fd\u56fd\u9645\u8d38\u6613\u6cd5\u59d4\u5458\u4f1a\u7535\u5b50\u5546\u52a1\u5de5\u4f5c\u7ec4\u4e3b\u5e2d\uff0c\u4e3b\u6301\u591a\u4e2a\u6b27\u76df\u7814\u7a76\u9879\u76ee\uff0c\u5e76\u521b\u5efa\u4e86\u8d39\u6d1b\u514b\u5c3c\u5f8b\u5e08\u4e8b\u52a1\u6240\uff0c\u8fd8\u66fe\u4e3a\u5168\u56fd\u4eba\u5927\u8d22\u7ecf\u59d4\u9886\u5bfc\u4f5c\u4e13\u9898\u8bb2\u5ea7\uff0c\u51fa\u5e2d\u7535\u5b50\u5546\u52a1\u7acb\u6cd5\u9ad8\u5c42\u8bba\u575b\uff0c\u662f\u4e3a\u6211\u56fd\u7535\u5b50\u5546\u52a1\u6cd5\u7684\u7acb\u6cd5\u5de5\u4f5c\u4f5c\u51fa\u8d21\u732e\u7684\u56fd\u9645\u53cb\u4eba\u3002<\/p>\n\n\n\n<p>\u8d39\u6d1b\u514b\u5c3c\u6559\u6388\u4f5c\u4e3a\u6b27\u76df\u6743\u5a01\u7f51\u7edc\u6cd5\u4e13\u5bb6\uff0c\u4e3a\u6b64\u6b21\u8bb2\u5ea7\u8fdb\u884c\u4e86\u7cbe\u5fc3\u51c6\u5907\u3002\u6574\u4e2a\u8bb2\u5ea7\u57fa\u4e8e\u6b27\u6d32\u8bae\u4f1a\u548c\u6b27\u6d32\u7406\u4e8b\u4f1a\u6cd5\u5f8b\u6846\u67b6\uff0c\u56f4\u7ed5\u6b27\u6d32\u6570\u5b57\u7ecf\u6d4e\u8f6c\u578b\u5168\u9762\u4ecb\u7ecd\u4e86\u6709\u5173\u6cd5\u5f8b\u6cd5\u89c4\u7684\u53d1\u5c55\uff0c\u5206\u6790\u4e86\u8fd1\u4e09\u5e74\u8fc5\u901f\u6d8c\u73b0\u7684\u65b0\u6cd5\u89c4\u8349\u6848\u548c\u5bf9\u73b0\u6709\u6cd5\u89c4\u7684\u4fee\u6539\u8349\u6848\u3002\u8bb2\u5ea7\u4ece\u6570\u636e\u3001\u6570\u636e\u670d\u52a1\u3001\u4eba\u5de5\u667a\u80fd\u3001\u6570\u5b57\u8eab\u4efd\u7b49\u65b9\u9762\u7684\u6cd5\u89c4\u53d1\u5c55\u9010\u4e2a\u5c55\u5f00\u3002\u5173\u4e8e\u6570\u636e\u76d1\u7ba1\u6a21\u5757\uff0c\u6559\u6388\u91cd\u70b9\u63d0\u5230\u4e86\u4e2a\u4eba\u6570\u636e\u4fdd\u62a4\u6743\u7684\u6743\u5229\u53ca\u5176\u5728\u6b27\u6d32\u4f53\u7cfb\u4e2d\u7684\u91cd\u8981\u4f4d\u7f6e\uff0c\u540c\u65f6\uff0c\u6559\u6388\u4ecb\u7ecd\u4e86\u7edf\u4e00\u6570\u636e\u4fdd\u62a4\u6761\u6b3e\uff08GDPR\uff09\u3001\u6570\u636e\u6cd5\u7b49\u8349\u6848\u7684\u4e3b\u8981\u76ee\u6807\u548c\u521b\u65b0\u6027\u3002\u5173\u4e8e\u6570\u5b57\u670d\u52a1\u76d1\u7ba1\uff0c\u8bb2\u5ea7\u4e3b\u8981\u4ecb\u7ecd\u4e86\u6570\u5b57\u5e02\u573a\u6cd5\u3001\u6570\u5b57\u670d\u52a1\u6cd5\u7684\u4e3b\u8981\u5185\u5bb9\u3002\u5173\u4e8e\u4eba\u5de5\u667a\u80fd\u6cd5\u6848\uff0c\u8bb2\u5ea7\u4ecb\u7ecd\u4e86\u5206\u7ea7\u98ce\u9669\u7ba1\u7406\u7684\u7b56\u7565\u5b89\u6392\u3002\u5173\u4e8e\u6570\u5b57\u8eab\u4efd\u7684\u76d1\u7ba1\u65b9\u9762\uff0c\u6559\u6388\u4e3b\u8981\u8bb2\u5230\u4e86elDAS\u6cd5\u89c4\u53ca\u5176\u4fee\u8ba2\u7684\u4e3b\u8981\u76ee\u6807\u548c\u4e3b\u8981\u521b\u65b0\u3002\u8bb2\u5ea7\u8fd8\u5bf9\u6b27\u6d32\u6570\u636e\u6cbb\u7406\u6cd5\u8349\u6848\u7b49\u65b0\u6cd5\u5bf9\u6b27\u6d32\u6570\u5b57\u5316\u8f6c\u578b\u3001\u6570\u5b57\u7ecf\u6d4e\u53d1\u5c55\u7684\u91cd\u8981\u4f5c\u7528\u8fdb\u884c\u4e86\u9610\u91ca\u3002<\/p>\n\n\n\n<figure Giusella Finocchiaro is a Full Professor of Internet Law and Private Law at the University of Bologna, and member of the Academy of Science of the Bologna Institute \u2013 Class of Moral Sciences. She is also a former member of the Scientific Committee of the Institute of Advanced Studies of the University of Bologna. She is the founder of the Finocchiaro Law Firm (Bologna \u2013 Milan). Since 2014 she has been the Chairperson of the UNCITRAL Working Group on Electronic Commerce. She is the Italian correspondent for several EU Commission projects. She is a past member of the ENISA (European Network and Information Security Agency) \u201cPermanent Stakeholders Group\u201d (2008-2012), of the ENISA \u201cWorking Group on Privacy and Technology\u201d and of the Scientific Committee of the European Privacy Institute. \u859b\u8679\u6559\u6388\u611f\u8c22\u4e3b\u8bb2\u6559\u6388\u7684\u7cbe\u5f69\u6f14\u8bb2\uff0c\u5e76\u4ece\u6570\u5b57\u6cd5\u53d1\u5c55\u8d8b\u52bf\u89d2\u5ea6\uff0c\u6bd4\u8f83\u4e86\u6b27\u6d32\u4e0e\u6211\u56fd\u6cd5\u5f8b\u6cd5\u89c4\u53d1\u5c55\u7684\u5f02\u540c\u3002\u4e24\u4f4d\u6559\u6388\u8fd8\u5c31\u73b0\u4eca\u56fd\u9645\u7ecf\u8d38\u73af\u5883\u4e0b\u6240\u8c13\u53bb\u5168\u7403\u5316\u7684\u9690\u5fe7\u53d1\u8868\u4e86\u770b\u6cd5\uff0c\u5e76\u5bf9\u672a\u6765\u57fa\u672c\u4e0a\u6301\u4e50\u89c2\u6001\u5ea6\u3002
